Chile’s National Economic Prosecutor (FNE) has submitted a report entitled ‘Proposals for methodologies for price-setting of processing and acquiring services provided by [electronic payment processing company] Transbank”, elaborated by the civil engineer Juan Eduardo Pérez. The report contains a series of recommendations to eliminate distortions between businesses assigned to different categories, such as pharmacies in relation to supermarkets, which are created by the tariff structure passed in 2006 and contained in the Transbank Self-Regulation Plan (PAR).
Among these recommendations is to set maximum rates on what Transbank may charge for its services. “In cases where you want to offer discounts that would bring rates below the guidelines, certain restrictions must be established that can prevent these discounts from generating unjustified discrimination.’, said the report.
Likewise, the regulator advised that the system be based on costs. “The implementation of a tariff scheme based on efficient costs leads to a set of tariffs that allow remuneration for Transbank’s activities and avoid discrimination among businesses due to causes not strictly related to the costs of providing the service”
