Protecting the Public From Abusive AI-Generated Content

AI-generated deepfakes have become increasingly realistic and accessible, making them a powerful tool for fraud, abuse, and manipulation—especially against vulnerable groups like children and seniors. While the tech industry and non-profits have started addressing this issue, it’s clear that our laws must also evolve to effectively combat deepfake fraud. Simply put, we need new legislation to stop bad actors from using deepfakes to exploit seniors or harm children.

Although much attention has been given to deepfakes in the context of election interference, their significant role in other forms of crime and abuse also requires urgent focus. Fortunately, members of Congress have introduced various legislative proposals aimed at tackling this problem. The Administration is also taking it seriously, while organizations like AARP and NCMEC are actively involved in shaping the conversation. Additionally, the industry has laid a strong foundation in related areas that can be applied to this issue.
