Spain: CNMC moves against price-fixing in high-school textbooks

Spanish competition authorities at the CNMC have announced the launch of an investigation into possible uncompetitive practices in the non-college textbook editing and distribution markets. The violations investigated may include agreements struck between several economic agents to limit the promotions and commercial policies that could promote changes in selected reference text publishers.

    Agreements of this kind are considered grave violations of the country’s competition laws, with heavy fines likely the be assessed should the companies be found responsible. CNMC agents carried out raids on the 28th, 29th and 30th of March, targeting the offices of several companies operating in this sector.

    The inspections are a preliminary step in the investigation of these uncompetitive actions and should not be taken as indicators of guilt for the companies targeted. Should the suspected violations be confirmed, the agency would proceed to file a motion for sanctions to be applied.
